    Dear Cat,
     
    As you know, Joe Anderson conveyed to me Resolution 32: Support of the Development and Implementation of a Cornell Campus Circulator System. Although I acknowledge the very real concerns of the SA around campus accessibility, parking, and sustainable transportation, I am unable to accept the resolution as written.  I can, however, commit to continuing efforts to address many of the concerns you raise.
     
    As you are aware, the COVID-19 crisis has resulted in budget issues across the campus. At this time we do not have funds available to undertake this project, especially given other critical university priorities. Of equal significance is that fact that on-campus transit operations were consolidated with TCAT in 1998, and it does not make sense for Cornell to develop a separate system. We have been working with TCAT, however, to explore route changes that would approximate a circulator function. TCAT is currently struggling with the pandemic circumstances, but we  hope to make further progress when the pandemic abates.
