12 Addressing the ITAP and University Policy 1.3 Committee Review This resolution aims to address and remedy the issues identified in Objective 2 of the International Students section of the Graduate and Professional Community Initiative (“GPCI”). As confirmed by a graduate and professional student-wide survey and in meetings of the Graduate and Professional Student Assembly (“GPSA”), certain demographics of students are targeted by a University-wide program called International TA Program (“ITAP”), which has consistently overstepped its authorities, interfered with funding and grants, and at times caused undue stress and pressure on students. 11 Revising and Formalizing the Procedures for the Consideration of Resolutions Submitted to the President The assembly resolves to amend the Bylaws in three ways to improve the procedure by which resolutions are adopted and conveyed: (1) The current Bylaws require that votes on any resolution must be postponed at least one meeting following its introduction, unless two-thirds vote to suspend the Bylaws. This resolution deletes that requirement and allows the Assembly to adopt resolutions in the meeting in which they are introduced. (2) This resolution replaces the absolute majority voting requirement of resolutions with that of a simple majority, as is recommended for deliberative assemblies. 9 Extending Voting Membership to Standing Committee Chairpersons Accepted by the President The GPSA grants voting rights only to a subset of its members, the composition of which is proportional to the Assembly constituent divisions. 8 Maintaining the University Assembly’s Jurisdiction Over the Code of Conduct Submitted to the President The GPSA re-affirms the University Assembly’s (UA) jurisdiction over the Codes and Procedures with consultation with the Student Assembly (SA) and GPSA. The GPSA asserts that the Code and Procedures must remain independent documents reviewed by an independent body, the UA, that does not oversee any office that makes decisions on student responsibility. 33 Winter/Summer Term Financial Aid Waiting for Submission to the President This resolution recommends that Cornell grant-based aid is expanded to include both summer and winter session enrollment. Currently, grant-based financial aid is only available for fall/spring terms. In the summer/winter terms, students only have aid in the form of work or loans. This resolution would benefit low income students, especially in light of COVID-19, who may have had to drop courses in light of personal hardships, and students who may be behind on credits necessary to graduate on time. 23 Demanding Cornell Allows Anabel's Grocery to Reopen for the Spring 2021 Semester Accepted by the President Due to the coronavirus pandemic, Cornell prohibited Anabel’s Grocery, a student-run and non-profit grocery store on campus, from operating in its facilities in Anabel Taylor Hall this fall. A wide spectrum of students experience food insecurity on Cornell’s campus; however, first generation, low-income, and BIPOC students are affected at a higher rate.1 Rates of food insecurity have worsened in the face of the pandemic. 2 The University cited the existence of the Cornell Food Pantry as the reason Anabel’s Grocery is a non-essential activity during the pandemic, but the two entities serve different purposes. While the Food Pantry serves an immediate need for students in crisis on campus, Anabel’s Grocery sells fresh, affordable food at subsidized prices to Cornell undergraduate and Graduate students that wish to shop in our store, with no qualifications needed. Anabel’s closure has limited students’ options for accessing affordable groceries without a long, often risky, commute to area grocery stores. Anabel’s Grocery is prepared to operate safely in the Spring semester, resuming what has actually become an essential service to the Cornell community, particularly students with limited food budgets and modes of transportation who seek fresh, affordable food. 01/29/2021 3:30pm Student Assembly AY 2020-2021
