Whereas, Student Assembly Charter Appendix A, Section 13, Subsection H, line 646 states: “The SA and GPSA shall allocate no less than 35% of [the Student Activity Fee], to [SAFC] for disbursement among non-by-line funded organizations”;
Whereas, a fixed statutory minimum limits the Student Assembly’s ability to exercise its core budgetary authority over the Student Activity Fee, and constrains the Assembly’s capacity to respond to shifting student organization needs, evolving byline requests, and efforts to limit growth of the overall Fee;
Whereas, SAFC’s allocation grew 31% from $113 to $149 per student in the 2024–2026 Byline Funding Cycle, the largest dollar increase of any byline organization, resulting in substantial funding beyond SAFC’s operating needs;
Whereas, other byline organizations face growing financial strain while the overall Student Activity Fee has exploded 37% to $424, demonstrating a clear need to redirect funds toward organizations with genuine shortfalls rather than a fixed share for SAFC;
Whereas, Student Assembly Charter Appendix A, Section 13, Subsection H still includes "The SA… will ensure that an appropriate balance is maintained between funds allocated to by-line funded organizations and [SAFC]";
Be it therefore resolved, that the Student Assembly Charter be amended to strike the clause requiring the Student Assembly to allocate no less than 35% of the Student Activity Fee to SAFC, while the Charter's requirement to maintain an appropriate balance between funds allocated to by-line funded organizations and SAFC, as set forth in Appendix A, Section 13, Subsection H, shall remain in effect;
Be it further resolved, that funds freed by the removal of the fixed 35% allocation shall be directed into the Assembly's broader byline funding and Student Activity Fee priority-setting process, to be allocated according to demonstrated organizational need;
Be it finally resolved, that SAFC’s annual allocation instead be determined through the Assembly’s standard budgetary process, based on demonstrated need and prior rollover balances.
