I am in receipt of SA Resolution #48, “Ban the Box.” SA Resolution #48 recommends removing the box that asks about felony convictions from the job applications and further recommends that the university inquire about criminal histories during a background check after a conditional offer of employment is extended.
I have conferred with Vice President and Chief Human Resources Officer Mary Opperman to understand our current and planned job application practices. I also understand that Associate Vice President Allan Bishop met with members of the Prison Reform and Education Project last fall to discuss the current job application, the conviction inquiry process, and university plans for changes.
In late April Cornell implemented a new recruitment system that brings with it a new application solution. Staff in the Division of Human Resources are currently working to finalize and implement a new job application process that will remove inquiry about convictions from our initial application. We have committed to implementing this approach by July 1, 2016. We intend to inquire about criminal convictions after a conditional offer of employment has been extended.
