Dear Sarah,
Thank you forwarding Resolution 53 in which the Student Assembly calls for the suspension of the hiring of the new Senior Associate Dean of Students.
While the resolution cites Article III, Section 1: Legislative Authority over Policies of the SA Charter in which the SA is given "legislative authority over the policies of …the Office of the Dean of Students and will have the authority to review the budgets of said departments...", that authority does not allow the SA to decide personnel actions or reallocation of funds. It does grant the SA the opportunity to review the budgets and actions of the department and it allows the SA to communicate directly with the President about its concerns, as you have done here.
I know that Dean Hubbell has been talking regularly with the SA leadership about his staffing plans as well as with the students who co-sponsored the legislation. Because those conversations are on-going, I am returning this resolution to the Student Assembly for re-consideration following the discussions.
I also will remind Dean Hubbell that he should work with the Student Assembly to arrange a review of the department's budget and priorities as I understand such a review has not been happening on a regular basis. I also will encourage him, should he ultimately decide to proceed with the hiring, to find ways for the concerned student leaders and the SA leadership to connect with the new hire and his senior team early in the priority-setting for this important work.
