    Dear Gabe,

    Thank you for submitting UA R22: “Bylaws Change Institutionalizing the Staffing Procedure for the University Hearing and Review Boards.” I appreciate the UA’s efforts to ensure stability and integrity in the seating of campus community members on Cornell’s judicial boards. While I conceptually support the UA creating detailed procedures in its bylaws regarding the staffing of the UHRB, those changes must be consistent with the UA Charter and university policy, including the Campus Code of Conduct. 

    There are certain of the proposed changes outlined in UA Bylaws Appendix A that conflict with the current Code. Additionally, many of the changes in Appendix A (e.g., those allowing for renewal appointments) are predicated on Code changes contemplated under UA Resolution 24. Accordingly, I suggest that the discussion between the CJC and my leadership team recommended in my response to R24 include developing a new process for appointments and reappointments to the University Hearing and Review Boards.
