    Dear President Garrett,

    It is my duty to convey to you U.A. Resolution 3 "Adoption of an Inclusive Restroom, Locker Room, and Gender-Specific Facility Usage Policy."

    This resolution was sponsored by our Ranking Employee Member Ulysses Smith on behalf of the Assembly's Campus Welfare Committee and Brian Patchcoski (Associate Dean of Students & Director LGBT Resource Center). It was passed by the full Assembly at our meeting of December 1, 2015.

    Its purpose is to request that the University adopt a formal policy or written statement allowing all members of the Cornell community to utilize the restroom or similar facility that best suits their gender identity without undue burden. Additionally, it asks that steps be taken to publicize such a policy should one be created as well as enforce violations should they occur.

    The resolution further requests that Infrastructure Properties & Planning revise Cornell's design standards to include recommendations for constant signage across restrooms, locker rooms, and the like consistent with ADA design standards by the close of the Spring 2016 semester.

    Finally, the resolution requests that all existing single-occupancy or single-stall facilities be converted from gender-specific to all-gender facilities where permitted by applicable building code or law by the commencement of the Fall 2016 semester.
