    Dear Interim President Rawlings,

    It is my pleasure to convey to you University Assembly Resolution #4: "2016-2017 Cornell University Campus Code of Conduct Update Part 2: Accepting Recommendation from Outdoor Space Working Group." The resolution is sponsored by the chair of our Codes and Judicial Committee, Mitch McBride.

    The Assembly passed this resolution by a vote of 13-0-1 at our November 29, 2016 meeting. It amends the Campus Code of Conduct to reflect the changes suggested by the Outdoor Space Working Group, which was convened by President Emeritus Skorton in October, 2014.

    The recommendations made by the OSWG had been accepted as university policy early in President Garrett's term. In February, Jim Blair, former Chair of the UA and Chair of the OSWG, presented to the Codes and Judicial Committee to update us on where we can amend the Code to reflect the accepted changes to current university policy made by President Garrett. The language contained in UA Resolution #4 is thus the result of the extensive consultation with students, staff, faculty, and university administrators over the past two years.

    Specifically, it amends the Campus Code of Conduct in two respects:
    1. It explains that only registered student organizations, departments and units of the university, and university-sponsored organizations and offices may hold events on campus. External groups must have an on-campus sponsor.

    2. It codifies the current policy, that amplified sound will be permitted without prior approval during the hours of 12:00pm and 1:00pm, at Ho Plaza and in front of Day Hall. It also clarifies that outside of those hours, approval requires filling out an event registration form.
