President Garrett, Acting President Kotlikoff, Provost for Medical Affairs Glimcher, Dean Sheikh, and Director Baki,

It is my duty to convey to you U.A. Resolution 6 "Requesting Specific Information on Labor Practices at Weill Cornell Medicine – Qatar."

This resolution was sponsored by our Vice Chair Alexander Thomson and Undergraduate Matthew Indimine on behalf of the Assembly's Campus Welfare Committee and the Cornell Organization for Labor Action (Carunya Achar, Michael Ferrer, Allison Considine, Xavier Eddy, Deepa Saharia.)

It was passed by the full Assembly at our meeting of February 23, 2016 with the Assembly choosing to send copies to the Provost for Medical Affairs & Dean of Weill Cornell Medicine, the Dean of Weill Cornell Medicine – Qatar, and the Director of Human Resources at Weill Cornell Medicine – Qatar in addition to the President and Acting-President.

Its purpose is to request various pieces of information concerning workforce policies and practices at Weill Cornell Medicine – Qatar (WCM-Q) including: the composition of the workforce, the names and affiliations of third party employers and the standards utilized to select those employers, the specific protections for workers included in contracts and Cornell's options for redress in case of violation, and the policies that WCM-Q utilizes to ensure that Cornell's standards are being upheld. Additionally, it asks that this information be made publicly available and presented to the University Assembly by its meeting of May 3, 2016.

The resolution further requests the details of any previous labor investigations or audits conducted at WCM-Q by Cornell or any external organizations. It also requests where permitted by relevant laws the details of contracts regarding salaries, policies, and protections pertaining to contracted staff. Furthermore, the resolution requests the protocols utilized to monitor the working conditions of contracted staff, the results of such monitoring, and the details concerning any contact with vendors regarding mandated protections for contracted staff. It requests that this additional information be made publicly available and presented to the University Assembly no later than February 2017.

Finally, the resolution states that the University Assembly will maintain an impartial stance on this issue until enough further information becomes available to form an informed, reasoned position.

Thank you for your time and consideration, I hope you have a great day. Please let me know should you have any questions or concerns.

    On behalf of the Assembly,
    ~Matthew
