Dear Varun,

Thank you for submitting Student Assembly Resolution 49, “Approving Appendix B for 2018-2020 Byline Cycle.”

The changes being proposed to Appendix B are very specific and some have complex consequences. After thorough review and consideration, I accept most of the proposed changes included in this resolution. I have outlined below some of the changes I am returning for you to reconsider, as well as those that I reject. The changes not mentioned below are accepted.

Returned:

  1. While I understand that Student Assembly’s goal is to hold organizations accountable for following guidelines, the addition of “SA Access” in Section 3 (lines 35-37) seems unduly burdensome for SAF-funded organizations. I ask that the Student Assembly reconsider this addition with wording that is more focused on the resources that are allocated by the SAF, and by means and timing that are reasonable to the organizations and/or pre-determined.
  2. The provision that “Alternative Breaks shall not increase transportation costs per head, per trip” (line 130) seems unreasonable. While it may be a goal to keep transportation costs low, this is subject to external market rates charged by transportation vendors, which is out of the control of staff and students.

Rejected:

  1. The changes made to Section 3.F, “Funds Partitioning” in lines 63-65 regarding the separation of SAF funds earned income seems unnecessarily burdensome for accounting. I am not supportive of mandating that these organizations open additional accounts.
  2. It is the responsibility of university staff to lead the marketing effort for intercollegiate athletics, and it is not appropriate to include the provisions in lines 140-146.

I appreciate the Student Assembly’s efforts to be sure that the SAF funds are being spent wisely, and I hope that you will consider carefully my requests above.
