    Dear Adam,
     
    Thank you for submitting EA R3: Support of the development and implementation of a Cornell Campus Circulator System. 
     
    We support the concept of a circulator, which is very much in line with our vision for campus transportation needs. We expect, however, that a circulator would be part of the TCAT system, as Cornell has invested, and will continue to invest, in TCAT as our provider of campus transit. Recent conversations with TCAT around Cornell routing needs have touched on the advantages of a campus circulator.
     
    As your resolution indicates, however, priorities have shifted dramatically as a result of the pandemic, and we do not expect to be able to make progress on this in the near term as we address our current health and safety issues and financial challenges. I hope we will be able to factor this idea into our long-term planning.
