  Dear President Skorton, 

  I would like to formally communicate Resolution 4, Addressing the Student Activity Fee Endowment Fund, to you. This resolution is sponsored by our Vice President for Finance, Matthew Stefanko, along with three former Vice Presidents for Finance: Geoffrey Block, Roneal Desai, and Adam Nicoletti. 

  This resolution is a continuation of the discussion that began in Spring of 2013, when Resolution 48 was introduced. Last spring, Geoffrey Block presented an evolved version of this original idea, in the form of Resolution 77. The appendix to this resolution is attached for your reference. Geoffrey proposed that the funds that were formerly an endowment for the SA be used for an infrastructure fund. Resolution 4 is very similar to Resolution 77 from last year, but incorporates your comments and edits, which were communicated to Ulysses in an email on June 23, 2014. Essentially, the SA decided to reconsider last year's resolution, and now I am sharing the product of that reconsideration.
